What is a Development Permit or Specific Use Permit?

Many commercial and residential developments require a Development Permit.

A Specific Use Permit is required for specific uses within specific zone districts, and will be allowed on a case-by-case basis. A Development Permit is also required before a Certificate of Occupancy can be issued for any property requiring a Specific Use Permit as a new use. 

A Development Permit is not required when:

  1. New construction is for:  1) buildings less than 480 square feet;  2) retaining walls under four feet in height; 3) swimming pools; 4) decks; 5) fences; 6) flagpoles; or 7) paving that does not change non-permeable coverage on a site by more than five percent.
  2. Renovation of existing development:  1) will result in a change of use, but that does not require changes to exterior elevations or the existing site; 2) will not increase building height; 3) will not increase floor area; 4) or will not change non-permeable coverage on a site by more than 5%.

Development Permits are approved by the Development Permits and Appeals Board, after a public hearing, and are subject to appeal to the City Council.  A Development Permit is valid for three years from date of approval.  Please consult the City Development Department, at the Thornton City Hall, for submittal dates and any questions.  A meeting may be arranged by contacting the City Development Department at 303-538-7295.
