How is Thornton's government structured?

The City of Thornton was incorporated in 1956. The City is represented by a Mayor and eight Council Members, who make up the City Council. The City is divided into four political jurisdictions called wards. There are two Council members elected for four year terms from each ward. One Council member is elected every two years from each ward. The Mayor is elected by all the City voters every four years.

The City Council appoints various members to boards and commissions and hires the Municipal Judge, City Attorney and City Manager. The City Manager oversees the day to day operations of the City. The City is organized into Departments that have certain responsibilities. These are: 

  • City Attorney's Office
  • City Manager's Office
  • Management Services Department
  • City Development Department
  • Parks, Recreation, and Community Programs Department
  • Police Department
  • Fire Department
  • Infrastructure Department
  • Finance Department
